Emmanuel is a Research Associate for Public Finance and Institutions and the Country Programme Manager for BSI Uganda.
Emmanuel Ssewankambo joined ODI/BSI in South Sudan as a Local Services Support Advisor in January 2012. He in addition took up the country coordination responsibility since September 2013. Emmanuel previously worked as: Executive Director/Consultant with Mentor Consult Ltd; Social Animation, Monitoring and Evaluation Specialist with UNCHS (Habitat)/UNDP; and Field Methodology Development Officer/ Community Animator with Action Aid in Uganda. He specializes in formulating, implementing and reviewing decentralization, local service delivery, public finance management, local economic development, public service reforms and social protection programmes in developing and fragile states.
